Debris stopping SFP of #Fukushima reactor3 from being fully covered

Debris stopping SFP of reactor3 from fully covered:
According to Tepco, they “completed” the first phase of covering the spent fuel pool of reactor3.
The crippled reactor3 had the spent fuel pool on the top exposed to the atmosphere.
However, they can not cover the entire pool because of the sticking debris into the pool. They are to remove it in the second phase.
The English version of the report is not published yet.
On 4/18/2013, Tepco mis-operated to pick up the hatch of the skimmer surge tank in the process of removing the debris.
